[TinyLogin] tinylogin su - fails

I am logged on via ssh and cannot successfully su to root. I get access denied after I enter the correct root password.
This happens even if I am root before I su.

I have created /etc/shadow
-rw-------    1 root     root          454 Mar 21 16:58 /etc/shadow
I have tried rw-r--r--. Makes no odds
tinylogin is SUID root
-rwsr-sr-x    1 root     root        52544 Feb  9  2004 /usr/bin/tinylogin

# su -
Password: <correct passwd entered>

Login incorrect

The same happens without the "-"

I would appreciate any ideas.
